Manipur State Minorities Commission

Manipur State Minorities Commission was constituted by executive orders of the Manipur Government for protection of the rights of Minorities in the State on 20th February, 2004 as One Man Commission. It is enacted with another 2(two) Members on 22nd October, 2010 and becoming 3(three) Man Commission. It has been continuing its functions as provided in the Act. The notified minority Communities are Muslims, Christians, Sikhs, Buddhists, (Zoroastrians) Parsis and Jain community. At first Ministry of Welfare notified five communities viz, Muslims, Christians, Sikhs, Buddhists, (Zoroastrians)Parsis under Section 2(c ) of the National Commission for Minority Act, 1992 vide Notification No. 5.0.816(E) dated 23.10.1993. Later Jain community also notified as a minority community by the Ministry of Minority Affairs under the same clause of the National Commission for Minority Act, 1992 vide Notification No. S.O.267(E). dated 27th January, 2014.

The functions and powers of the Commission as given in the Executive Orders are as under;

  1. evaluate the progress of the development of minorities of Manipur;
  2. monitor the working in Manipur of the safeguards of the minorities provided in the Constitution of India and in laws enacted by Parliament and by the State Legislature;
  3. make recommendations for the effective implementation of safeguards for the protection of the interest of the minorities by the State Government;
  4. look into specific complaints regarding deprivation of rights and safeguards of the minorities and take up such matters with the appropriate authorities;
  5. cause studies to be undertaken into the problems arising out of any discrimination against the minorities and recommend measures for their removal;
  6. conduct studies, research and analysis on the issues relating to socio-economic, educational and cultural development of minorities;
  7. suggest appropriate measures in respect of any minority to be undertaken by the State Government;
  8. make periodical or special reports to the State Government of any matter pertaining to minorities and in particular difficulties confronted by them;
  9. make recommendations for ensuring maintaining and promoting communal harmony in the State; and
  10. any other matter which may be referred to it by the State Government;

Provided that, if any matter specified in sub-clause (g) is undertaken by the National Commission for Minorities, constituted under section 3 of the National Commission for Minorities Act, 1992, the State Commission shall cease to have jurisdiction in such matter.
